Prout snowgoose scuppers

I have a 1985 prout snowgoose Classic 37 ft. It has a scupper down in the area where the fuel tank lives. I am looking to keep the boat in the water over winter (but not liveaboard) and we can get up to a foot of ice in our marina. What should we do to winterize the scupper, plug it up somehow, leave it be, use ice breakers or bubblers? It is at the waterline so water is constantly going in and out of it. Could really use some advice!
