Small tubes in aft bilges.

Pardon my non nautical description but I have no idea what i am looking at. In the forward part of both aft bilges is a .5 inch tube coming up out of the bilge at about a 45 degree angle toward the aft. There are rubber hoses attached that climb up the wall and end. One guess is that they are some type of air vent for blow to the keels as they go up toward the top of the cabin and are open.
This has been odd because the port side gets a bit of water in it when it rains and the water seems to be coming from the rubber hose. Since the end of the hose is clearly visible and not wet. I am at a loss to guess what these are and where the rain water could be coming from.

Ideas?

forward part of rear bilge? do the tubes originate in the water tanks? I have manual bilge pumps in both my aft bilges along with the feed tubes from the water tanks.
