Bolts on Snowgoose afterdeck

There're 20+ bolts on the floor of my Snowgoose afterdeck. Can anyone please advise me what these bolts are for? Can I remove them and fill in the screw holes with epoxy?

I think those bolts are holding the deck to the hull. (in our case I think they are rivets, not bolts (84 snowgoose))
